Allow users to stop the Scheduler service just like you can stop the Email, Reports, etc. This was possible in V9 and allows the system to run but not submit Events so you can use the Run Now button to run Events as you want, making troubleshooting a lot easier. If you have a lot of 1 minute Events ,they run in between your testing, etc. and make it difficult.
